A 4 foot tall gargoyle dealing vigilante justice in Piss Harbor. She is played by Ali Fisher in the Weird Times In Piss Harbor campaign.
Neil is a short stone creature with cosmetic-looking wings and various graffiti and engravings on her like tattoos. She is incredibly strong but heavy with her stone body, and envies those who can swim.
After spending so much time perched beside a church window, she became fed up with the corruption in the city and left the church to punish the wicked herself rather than let themselves bribe their way out of it. She quickly joins forces with the other party members as a bounty hunter. Despite gleefully bringing carnage onto criminals, Neil maintains a strong sense of justice and refuses to hunt those she deems innocent.

- Neil's name comes from the term "Kneel before God."
- Neil can produce water at will. When she bleeds or uses the bathroom, she produces pure holy water.
- Neil's wings are functional, and can fly by beating rapidly like an insect. She discovers and loses the ability all within the season finale.
